MEMO to: Walter L. [`right February 26, 1996 <br />Subject: Diesel Fuel Spill <br />Based on the amount of fuel spilled, and the possibility of <br />impact to water outside of containment, I proceeded to the office <br />to begin reporting procedures, and Bill proceeded to the shop <br />area to make preparations for installation of a 1,000-gallon tank <br />to be hooked to the sump discharge pump to .contain the fuel <br />spilled in the sump. <br />I called you at 7:45, and we agreed to report the spill to the <br />Colorado Department of Public Health and Environment Emergency <br />Response telephone number, in accordance with the Spill <br />Prevention Control and Countermeasure Plan. The call was placed <br />at 7:53, and a message was left for their paler. While waiting <br />on a call back, I called the Colorado Department of Public Health <br />and Environment, Water Quality Control Division, Grand Junction <br />District Technician, Dwain Watson at 7:57. His recorded message <br />told me he would be unavailable until Friday, and I left a brief <br />message for him. <br />At 7:58, Les Kennedy, of Colorado Emergency Planning, called, and <br />I advised him of the status of the spill. Although I had told <br />him the spill was still contained on-site by our back-up <br />containment in the ditch and pond system, he was concerned about <br />preventing the spill from being released over the spillway. We <br />agreed I was to call the nearest emergency response organization, <br />Paonia Volunteer Fire Department, for assistance. I told him we <br />were outside Delta County and Paonia jurisdiction, and they may <br />not respond to a non-emergency, but they were closer than <br />Gunnison County services.
