• <br />mining operation has been designed to minimize hydrologic impacts within <br />the permit boundary, and to prevent material damage to the hydrologic <br />balance outside the permit area. <br />IV. Topsoil <br />A. No topsoil was recovered from the historically disturbed areas of the Bear No. <br />1 , 2, and 3 Mines. Approximately 15 inches of topsoil was recovered from the <br />undisturbed parts of the Bear No. 3 Mine. The topsoil from the Bear No. 3 <br />facilities area is stored in a stockpile northeast of the mine office. Topsoil <br />placed on the reclaimed Bear No. 1 and 2 facilities areas was imported because <br />no topsoil was salvaged prior to mining. Topsoil was recovered from areas <br />which were disturbed by relocation of State Highway No. 133. <br />The reclamation plan for Bear No. 3 calls for ripping the facilities area to <br />alleviate compaction and reapplication of six inches of topsoil over most of the <br />facilities area. The topsoil replacement depth is less than the topsoil salvage <br />depth because topsoil is to be redistributed over a larger area than the area <br />from which it was salvaged. <br /> <br />V. Sealing of Drilled Holes and Underground Openings <br />A. Information describing sealing of the Bear No. 1 and 2 portals is presented in <br />Section 2.05.4 of the Bear No. 1 and 2 permit application. Sealing of the Bear <br />No. 3 portals is described in Section 1.05.4 of the Bear No. 3 permit revision <br />application. <br />The Bear No. 1 and 2 portals have been sealed and backfilled as part of the <br />approved reclamation plan. A double solid concrete block wall was constructed <br />in each portal. The portals have been backfilled to the surface. <br />The Division has expressed concern that the proposed portal sealing plan may <br />not adequately control mine water discharges (Adequacy Response, <br />January 18, 1982). Bear Coal Company responded that no water had been <br />encountered during mining at the Bear No. 3 Mine and no water had historically <br />discharged from the abandoned Edwards Mine portals. The Division and Bear <br />Coal Company have agreed to reevaluate the portal sealing plan if any <br />significant amount of water is encountered during mining at the Bear No. 3 <br />Mine. <br />If mine inflows are encountered during mining operations, Bear Coal Company <br />has committed to submitting an appropriate sealing plan based on those <br />conditions to replace the standard sealing plan now contained in the <br />application. This approach is acceptable to the Division. <br />• <br />The proposed operation is in compliance with the requirements of this section. <br />27 <br />
