<br />i <br />Page 5 <br />On October 15,1990, a letter xas sent to Tom Stevenson of NaTec outlining xhat <br />xas agreed to at the October 3, 1490 meeting. The following summarizes xhat <br />was agreed to: <br />(1) NaTec xould pravide .a summary of the hydrologic monitoring plan within 30 <br />days. This has since been received at the District Office. <br />(2) The yearly plan of development as described in the EIS is expect in <br />December. <br />(3) We requested a subsicience monitoring plan. Such a plan was provided as <br />part of the October :16, 1990 aubnission but it is deficient in that it" <br />does not include det:~iled mays or an acceptable narrative outlining <br />cavity mapping as specified by regulation and the EIS. <br />(4) NaTec must provide a gel monitoring program. This program was received <br />in the October 16, 1'.90 package and is under review. <br />(5) In our meeting we agreed that NaTec xould update the 5 volume mine plan <br />fie requested that an estimated completion time for this work would be <br />provided to the District within 30 days. <br />At the present time NaTec must provide a detailed mine plan. There is nothing <br />in the file that indicates that NaTec was alloxed to proceed with construction <br />of the plant and facilities. NaTec is building commercial scale mine plant <br />facilities while maintaining that they are in the pilot operation. There is <br />nothing in the files to indicate that approval was given to construct / <br />commercial scale facilities. The NaTec bond is presently set at a total of ,// <br />5236,000 for all the leases. The commercial scale operation requires a bond / <br />of $1,185,000. NaTec has also changed the orientation of the solution <br />cavities to compensate for cracks they have discovered in the Boies Bed. This <br />change in the mine plan xas never approved. <br />Hopefully, this memo will clear some of the confusion surrounding the NaTec <br />operation.
