This memo documents <br />the variances granted to the April 1988 water monitoring plan and the <br />variances granted to the mine plan as well as the unapproved changes made to <br />these plans by the company. <br />April 1988 Water Monitoring plan: <br />In April 1988, Industrial Resources Inc. submits to the WRRA a plan covering <br />ground water, subsidence and drilling gel monitoring for a commercial scale <br />project. <br />On May 10, 1988 Bill Hill informs IRI that they need to submit a monitoring <br />plan for the pilot scale project and that BLM intends to hold off review of <br />the submitted plan until the EPA issues the Underground Injection Control <br />(UIC) permit. <br />On March 9, 1989, EPA issues to Natec the UIC permit. <br />On September 29, 1989, Bi:Ll Hill receives from Roger Day of NaTec a <br />notification of planned field activity and description of work to drill and <br />complete the ground xater monitoring wells per the pilot plant permit. This <br />letter details the drilling and completion of three monitoring wells and the <br />recompletion of another. In his letter Day promises that following completion <br />and initial testing of thc~se wells, a long term monitoring plan will be <br />developed. <br />~. <br />On September 29, 1989 Bill. Bill was advised, in writing by NaTec, that well <br />26-90-1 was going to be drilled as a B groove monitoring well, 26-90-2 was <br />going to be drilled as an A groove monitoring well and 26-90-3 would be <br />drilled as a perched aquifer monitoring well. No approval letter is in the <br />file. - _° <br />
