. Y. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Ihis was a partial inspeā¢_tian conducted by Janet Einns of CDMG. Paul Krabacher of CDMG UJ~L Program <br />occompanied the inspection The r"Deus or" the inspection was to determine remaining wart: to be perform..°d by <br />the Division. The Division plans to put remaining work tas''s together for bid this summer with work to be <br />performed in the early fall, September, 1997. <br />Road cu's along main access road off of Routt County Road X27 have Canada thistle infestations.. <br />Houndstoungue is pres°nt in reclaimed area where sheep grazing has been concentrated Two small patches of <br />Vv~hitetop, Corda.^io drobo were noted along ditch 5-I between reclaimed Pits 5 and 6. The Division sprayed <br />houndstoungue and Whitetop at the oft 5 and d areas during this inspection. Chemical formulation used was U ml 2,y-D <br />plus U ml Banvel per gallon of water as Der pesticide label recommendations. A small quantity of surfoctant was mixed in <br />the formulation as well, to aid in chemical odherence to tat get plants Pesticide was applied with a backback sprayer <br />allowing finer control of application locations. Spraying was also conducted on houndstoungue on road to 20 000 fuel tank <br />Houndstoungue is not identified on the Rouil County Weed Control District list of noxious weeds, but the landowner has <br />expressed concern aver control of this species. \Nhitetop is on the Statewide list of noxious weeds <br />Items identified that the Division proposes to put out to bid for th_° 1997 reclamation season include. <br />I) Remove 20,000 gallon fuel tank at former explosives storage area. Dim__°nsion5 approx: 12 ft. Dia.. X 18 ft H. <br />2) Remove 3, 8 ft. Dia.. Haul truck tires, Steel support cage, metal scrap, 2 culverts, 2 barrels, steel pipe. <br />3) Apply road bay_ on main occ_ss'oad (By roof;{all wive) dimensions -500 ft. L x 12 ft. W. <br />ti) Road to Pit 4: Grade approx. 2800 ft. From main access rd To curve. <br />5) Install I water bar on upper portion of access road to pit 4. Ploce above current water bar. <br />6) Shape spot locations of road ditch on upper portions of Pit 4 access road. <br />Seal lower portion of Pond ti riser. S_al lower holes. Move 4 inch di a. discharge hole to elev 75'!5 5 ft. <br />(=5.8 ft Up riser). <br />8) Shape lawer portion of aitch ~-I where sedim_ni has deposited. <br />°) Pit 5 ditch 5-3. Add rock tc downcut Ixation where spring SP-5 comes into ditch 5-3 Approx 30 ff. <br />IU) Access road to Pit 213. Add two waterbrs to aired spring water ocross road to outer rood ditch.
