Box 529 <br />Lyons, Colorado 80540 <br />RE: Fugitive Dust Control Plan Update <br />Dear Mr. Mossberg: <br />The Air Pollution Control Division has received citizen <br />complaints of blowing dust coming from the old quarry area, south <br />of the plant. Our records show the existence of a fugitive dust <br />control plan for this area dated 1984, which was when it was <br />being heavily quarried for production purposes. Since that time, <br />it is our understanding, the quarry has been mostly shut down and <br />is used as a disposal area for baghouse dust. The fugitive dust <br />control plan should be updated to reflect the current uses for <br />this area, namely as a disposal area for the dust. <br />The updated plan should include methods to control the dust <br />generated by the current uses for the area. The plan should <br />include control methods for haul roads, any remaining open quarry <br />areas, and for the baghouse dust that is disposed in the old <br />quarry. The baghouse dust should not remain exposed to the wind <br />once it has been dumped into the old quarry areas. <br />The plan should be sent back to the Division by March 13, <br />1998.
