Strip, C-81-037 <br />Dear Dr. Corley: <br />In reviewing our files, we found t~do preliminary plans for reclamation of the <br />Tipple Area and the adjacent Orrhan Pit. In 1988, a Reclamation Specialist on <br />our staff, Mr. Lyn Woomer, put together a plan to clean up the coal mine waste <br />dumps near the Tipple and reduce the west highwall using "red rock" from a <br />borrow pit north of the Tipple. In 1990, Mr. Carl Mount prepared an estimate <br />on the Orphan Pit and Tipple which differed from the 1988 estimate on the <br />volume and source of material used in backfillinq the west highwall. Mr. <br />Mount's plan called for movement of a smaller amount of material from inside <br />the trench to achieve 3:1 (H:V1 side slopes. <br />The Division would like to emphasize that neither plan has been approved for <br />implementation. Mr. Woomer's plan utilized material outside the G, E.C. <br />approved disturbance area for backfillinq against the highwall. The Division <br />also plans to re-evlauate the pro,iects with respect to the current and <br />anticipated progress of the fire. <br />We would encourage you to comment on these plans. We did see your letter to <br />Mr, Woomer, of February 8, 1988, expressing your reclamation preferences.
