• Alternatives to the design criteria and specifications of 4.03.1(3) may be utilized after
approval by the DMG upon a thorough analytical demonstration by a qualified
registered professional engineer that such alternatives will be as environmentally
sound as those resulting from haul roads complying with the requirements of 4.03.1(3).
This road would only have to be extended 100 feet to comply with the grade restriction
of 4.03.1(3)(a). However, given its current location, construction of a 100 foot
extension would be difficult and would cause additional disturbance.
One disadvantage to the steep haul road segment is the increase run-off potential from
the road surface and ditches. It is unlikely this road will cause additional contributions
of suspended solids to runoff outside the permit area since this road is infrequently
used and the entire road cut and surrounding area has been stabilized with respect to
erosion by vegetative cover. Considering runoff potential and potential environmental
damage from this road, leaving the road as is would be preferable to performing the
work necessary to bring it into compliance with the performance standards.
This haul road has been in place for many years and is stable and sufficiently durable
for the anticipated volume of traffic and weight and speed of vehicles utilized. Available
information on this haul road suggests that it meets the performance standards of Rule
4.03.1 except the grade limitations discussed apps Based on the above discussion,
the DMG should be able to waive the appli~~9~,$~•R~~s1.03.1(3)(a) to this road.
`- ^ a
~~~'~ eta
i~r• . ~~ z+. a IZ/~/c
• ames E. ~ ver ate
•~ ~•.
