W <br />MOFFAT AREA HAUL ROAD CERTIFICATION <br />I, David L. Beverlin, a certified Professional Engineer in the <br />State of Colorado, offer the following certification for the Edna <br />Mine's Moffat area haul roads. <br />This certification satisfies requirements that the Moffat Area <br />haul roads were constructed within parameters found in Rule 4.03 <br />of the Regulations for the Colorado Mined Land Reclamation Board <br />for Coal Mining. The roads are located in the areas specified in <br />the Edna Mine permit (#C-80-001) Exhibit 3.5-1 Sheets 1 & 2. <br />The construction of new sections and modifications of existing <br />sections of the Moffat area haul roads was observed, by me, on a <br />daily basis. Road grades, embankment angles, ditches, culverts, <br />and road surfacing are all within approved design criteria from <br />the Permit document. Construction of the haul roads and drainage <br />system was ongoing between July of 1990 through present (November <br />1992). At the point of this certification the road is <br />constructed to the toe of the Moffat box cut spoils and one <br />culvert on the lower fork of the road has yet to be installed. <br />I certify that the <br />of my knowledge <br />methods and that <br />State and Federal <br />criteria found in <br />(#C-80-001). <br />Moffat Area haul roads were built, to the best <br />end ability, with prudent state of the art <br />the roads are in compliance with applicable <br />regulations and that the roads meet design <br />Section 3.6 of the approved Edna Mine Permit <br />David L.
