• ~ 12. Negative alluvial valley floor determinations have beer. made for No <br />Name, Pyeatt, and Johnson. Gulches in the vicinity o;: the proposed pezmit <br />area. These determinations were made on the basis of limited presence <br />of unconsolidated stream-laid deposits (No Name Gulr_h only) and lack of <br />sufficient quantities o.f water to support irrigated agricultural <br />activity. It should be noted that Johnson. and Pyea+.t Gulches do contain <br />unconsolidated stream-laid deposits, but these alluvial materials are <br />located 3ownstream of the proposed permit area aid will therefore not be <br />disturbed by mining. Thzee other AVF's were identiried in the vicinity <br />of the T_rapner Mine. They are the Yampa River, the Williams Fork River, <br />and Flume Gulch. The potential for the Yampa and Williams Fork Rivers <br />AV F's to be impacted by the Trapper Mine is negligible for the following <br />reasons: 1) The `.'amps River receives very little of its water supply <br />from the proposed sine area and mine disturbances are located at least <br />one mile from the southern boundary of the AV F; and (2) The Williams <br />Fork River is located on the opposite side of a major drainage divide <br />sad all drainage (both sur:ace and ground water) flows away from the <br />Williams Fork River and 3) Flume Gulch P.VF will sot be mined during the <br />permit term. However, the applicant has committed to hydrologic <br />monitoring in Flume Gulch during this permit term. [Rule 2.07.6(2)(1); <br />C~SI.RD's findings, page 15-18; 736.19(1)] <br />13. The proposed postmining land use of the permit area has been approved by <br />the Colorado itined Land P,eclamation Division, Bureau of Land Management <br />and OSM. [Rule 2.07.6(2)(1); letter of concurrence from Bureau of Land <br />Management, April 14, 1981; State findings, page 10;'86.19(m)] <br />• 14. The proposed operation viii not affect the continued existence of <br />threatened or endar;gered species cr result in the destruction or adverse <br />modification of their critical habitats. Procedures for public participation have complied with requirements of <br />the Act, the approved Colorado State program, the ;?ederal lands program, <br />and Council on Environmental Quality regulations (40 CFR Part 1500 et <br />seq.).
