<br />-51- <br />r~ <br />IF THE ANALYSES OF THE IN-PLACE MATERIAL INDICATE THAT SUCCESSFUL <br />REVEGETATION CANNOT BE ATTAINED, THE PERMITTEE MUST EITHER APPLY <br />APPROPRIATE AMENDMENTS TO MAKE IT SUITABLE OR IMPORT SUITABLE MATERIAL. <br />IF AMENDMENTS OTHER THAN NITROGEN, PHOSPHORUS, POTASSIUM, SULFUR, OR <br />IRON ARE REQUIRED, THE PERMITTEE MUST SUBMIT THE RESULTS OF APPROPRIATE <br />TESTS TO PROVE THE AMENDMENT MATERIAL IS SUITABLE FOR REVEGETATION. <br />THIS PLAN WILL BE SUBMITTED AS A REVISION TO THE PERMIT. <br />With satisfactory resolution of the above stipulations, the proposed operation <br />will be in compliance with the requirements of this section. <br />XII. Vegetation - Rules 2.04.10, 2.05.4(2)(c) and 4.15 <br />Baseline vegetation information for the Allen Mine submitted by the applicant <br />can be found on pages 2.04-15 through 2.04-16 of Vol. I and Exhibit 12 of Vol. <br />II. The revegetati,on plan is found on pages 2.05-21, and 2.05-30 through <br />2.05-33 of Vol. I and Exhibit 18 of Vol. II of the permit application. These <br />sections have been reviewed by the Division for compliance with the <br />requirements of these sections. <br />The applicant has provided two baseline vegetation inventories, one conducted <br />in 1980, the second in 1981. The 1980 survey did not sample pre-mine <br />vegetation communities, but selected "reference areas" and sampled within <br />these "reference areas". The 1981 survey sampled affected areas and reference <br />areas for ponderosa pine-oak, ponderosa pine-oak-Douglas fir, and willow carr <br />communities. The applicant has provided information on cover, productivity, <br />woody plant density, species composition, and a vegetation map, <br />The applicant has not provided a discussion of the acreages of each vegetation <br />type which have been or will be disturbed at the Allen Mine during the <br />remaining life of mine. This information is required to determine the <br />adequacy of the baseline sampling and reclamation/revegetation plan. In order <br />to comply with Rule 2.05.3(2)(b), it is therefore a stipulation of the permit <br />that: <br />Stipulation No. 20: <br />THE PERMITTEE SHALL SUBMIT TO THE DIVISION A TABLE OF THE ACTUAL AND <br />PROPOSED ACREAGES OF DISTURBANCE FOR EACH VEGETATION TYPE AT THE ALLEM1 <br />MINE WITHIN 30 DAYS OF PERMIT ISSUANCE. FOR THOSE VEGETATION <br />COMMUNITIES (PONDEROSA PINE - OAK, PONDEROSA PINE - OAK -DOUGLAS FIR, <br />OR WILLOW CARR) WHICH COMPRISE 5 PERCENT OR LESS OF THE LIFE-0F~+II NE <br />AFFECTED ACREAGE, NO ADDITIONAL BASELINE SAMPLING WILL BE REQUIRED. <br />In the calculation of adequate sample size for parameters of each of the <br />communities, the applicant used a precision value of 0.2 instead of the 0.1 <br />value acceptable to the Division. Use of this value caused the applicant to <br />undersample each parameter for each vegetative community. Therefore, the <br />applicant has not supplied an adequate description of the affected vegetative <br />communities mentioned above in accordance with Rule 2.04.10. <br />
