<br />-zz- <br />Stipulation No. 8: <br /> <br />THE PERMITTEE SHALL VERIFY THE LOCATIONS OF ALL SPRINGS AND SEEPS <br />IDENTIFIED IN THE PRELIMINARY SPRING SURVEY THROUGH AFIELD SURVEY. <br />THIS FIELD SPRING SURVEY SHALL ALSO INCLUDE A DESCRIPTION OF EACH SPRING <br />OR SEEP KEYED TO A LOCATION MAP. THE DESCRIPTION SHALL IDENTIFY THE <br />POTENTIAL OR OBSERVED WATER SOURCE OF EACH SPRING OR SEEP (i.e., <br />SANDSTONE OUTCROP, ALLUVIUM, FAULT ZONE, FRACTURE ZONE, ETC.); THE <br />MEASURED OR ESTIMATED FLOW RATE OF EACH SPRING OR SEEP; AND THE FIELD <br />MEASUREMENT OF pH, ELECTRO-CONDUCTIVITY, AND TEMPERATURE FOR EACH SPRING <br />OR SEEP. THIS SPRING SURVEY SHALL BE CONDUCTED IN MARCH OR APRIL OF <br />1984, WHEN WEATHER PERMITS ACCESS TO THESE AREAS. RESULTS OF THE FIELD <br />SPRING SURVEY SHALL BE SUBMITTED TO THE DIVISION BY JUNE 1, 1984. <br />Stipulation No. 9: <br />THE PERMITTEE SHALL MONITOR THE FLOWS OF ALL SPRINGS AND SEEPS WITHIN <br />THE ALLEN MINE'S PERMIT AND ADJACENT AREAS ON A MONTHLY BASIS FOR ONE <br />GROWING SEASON (APRIL THROUGH OCTOBER). THE PERMITTEE MAY REQUEST A <br />REDUCTION IN SPRING AND SEEP MONITORING FOLLOWING THE SUBMITTAL OF THE <br />DATA OBTAINED DURING THE GROWING SEASON, AND AFTER SUBMITTAL OF AN <br />ASSESSMENT OF THE SIGNIFICANCE OF THE SPRINGS AND SEEPS ON SURFACE <br />FLOWS, IRRIGATION PRACTICES, LIVESTOCK WATERING, WILDLIFE WATERING, AND <br />DOMESTIC USE. <br />The applicant is required by Rules 2.04.7(1((a)(iii) and 2.05.6(3) to provide <br />a map locating all wells within one mile of the affected area. The well <br />survey provided by the applicant identifies wells adjacent to and upstream of <br />the Allen Mine. The Division is aware that other wells exist within one mile <br />of the permit area which were not identified. Therefore, the following <br />stipulation is required. <br />Stipulation No. 10: <br />WITHIN 90 DAYS OF PERMIT ISSUANCE THE PERMITTEE SHALL PROVIDE A MAP <br />SHOWING THE LOCATION OF ALL WELLS WITHIN ONE MILE OF THE PERMIT AREA. <br />IN ADDITION, THE PERMITTEE SHALL IDENTIFY THOSE WELLS THAT MIGHT BE <br />AFFECTED (QUANTITY AND QUALITY) BY MINING OPERATIONS, AND PREDICT THE <br />SIGNIFICANCE OF THOSE EFFECTS. <br />The Quaternary age alluvial deposits along the Middle Fork of the Purgatoire <br />River contain ground water. These alluvial deposits are a major ground water <br />source in the region. Most of the domestic, livestock, and irrigation wells <br />in the permit and adjacent areas are completed in the alluvium adjacent to the <br />Middle Fork of the Purgatoire River. The quantity and quality of alluvial <br />ground water in this aquifer is dependent on the quantity and quality of water <br />in the river and the domestic, agricultural, and industrial activities on, and <br />adjacent to, the alluvial body. <br />
