The Federal percait was <br />terminated in accordance with OSM?tE's Directive on the Terminstion of Federal <br />?ermits tecause the State has a coonerati•re agreement that delegates the <br />permitting responsibilities oa Federsl lands to th2 State, and Colorado i4ined <br />Land F.eclamation Division (MLRD) has issued State permit C-80-006 for the Marr <br />Strip mine in accordance with the Colorado State progrsm and cooperative <br />agreement. <br />I !:sve enclosed the memorandum terminating the Federal permit. Attached to <br />the memorandum are the applicsble standard conditions of approval of the i4arr <br />Strip mine mining plan approved by the Assistant Secretary on March 3, 1981, <br />for Federsl lease C-22777. These conditions were previously incorporated in <br />*.he Federsl pe rnit. Notwithstanding the termination of the Federsl permit, <br />these conditions remain in full force and effect. <br />Co lorsdo MLRD is now the regulatory authority for surface coal mining and <br />reclamation one rations on Federal lands at the I4arr Strip mine under the <br />Colorado State permit C-80-006, the Colorado State program, and the <br />cooperative agreement.
