Backfilling and grading at Energy Mine No. 3 was conducted during the early to mid-1980's. <br />Colorado Yampa Coal Company employed the use of contour fi\rrows on the reclaimed lands. . <br />These furrows have held up throughout the I I to 19 years since reclamation, do not hinder the <br />movement of the cattle, and aid in controlling erosion. <br />Sediment ponds M3-N and M3-S were approved to be retained as permanent impoundments <br />March 7, 1988. These impoundments support the post-mining land-use of pasture. The Middle <br />Creek Shop and associated pad was approved to be retained as a permanent feature on July 18, <br />1997, in support of the post-mining pasture land use. <br />PHASE [I <br />All topsoil stockpiles, with the exception of T-1, have been redistributed on the reclaimed land at <br />Energy Mine No. 3. Topsoil was salvaged, stockpiled or direct hauled, and redistributed during <br />the eazly to mid-1980's as documented in CYCC's annual reclamation reports. Topsoil pile T-1 <br />had been designated for replacement on the office azea. Upon approval of retention of the <br />Middle Creek office for support of the post-mining land-use of pastureland (cattle operation), <br />stipulation No. 22 was attached to the permit. Stipulation No. 22 stated that: <br />Within 30 days of proposed revision, August 21, 1997, Colorado Yampa Coal Company <br />will incorporate topsoil pile T-1 into reclamation plan of the Fish Creek Tipple. <br />Furthermore, Colorado Yampa Coal Company will incorporate the cost for transport of <br />the 6453 cubic yards oftopsoil pile T-1 to the Fish Creek Tipple into the reclamation <br />liability estimate of permit no. C-82-056. <br />Twentymile Coal Company submitted Technical Revision No. 31 to permit No. C-82-056 (the <br />Foidel Creek Mine), which included incorporation of the Energy Mine No. 3 topsoil pile T-] into <br />the Foidel Creek permit. Technical Revision No. 31 also incorporated costs associated with <br />transporting and redistributing the topsoil into the Foidel Creek Mine reclamation cost estimate. <br />Technical Revision No. 31 for the Foidel Creek Mine was approved on January 5, 1999. <br />Energy Mine No. 3 disturbed areas were seeded with a pastureland seed mix. The approved <br />pastureland seed mix was submitted with the bond release application as Exhibit A, and is found <br />in the permit as Table 44. Energy Mine No. 3 disturbed areas were seeded in 1978, 1979, 1983, <br />1984, 1986 and 1987. <br />Vegetative cover data were collected during July and August 199, 1996 and 1997. Data <br />collected in 1995 and 1996 apply to vegetation success on the North Block. Data collected in <br />1996 and 1997 apply to the South Block. Methods used to determine transec[ location and data <br />collection are described on permit pages 2.04-74.
