Rule 2.05.4(2)(e) <br /> 12. There is some text that requires clarification on page 45, Tab 22, which was apparently <br /> revised via TR-26. The fourth sentence of the third paragraph states, "In the music <br /> drainage-wetter phase sites along Dry Creek, at least 150 tree species per acre will be <br /> included in the 2000 stem density standard." The Division believes that this should read <br /> that " at least 150 stems per acre will be trees". <br /> Rule 4.03.1(7) <br /> 13. Seneca has discussed with the Division the possibility of permitting the Seneca II-W Tie- <br /> Across-Haul-Road as a permanent road for Routt County. What is the postmining status <br /> of the Tie-Across-Haul-Road? If Seneca intends to leave this road as part of the post <br /> mining land use, then this will need to be permitted with the Division and Routt County <br /> and discussed in appropriate sections of the permit application package. These <br /> discussions have been held with Seneca during the adequacy review for TR-31. Please <br /> refer to the Division's adequacy review letters for TR-31 dated July 29, 1997, October <br /> 29, 1997,-and December 2, 1997. <br /> Rule 4.03.3 <br /> 14. In Tab 13, page 35, under Light-Use Roads, Seneca states that there are 5.38 miles of <br /> proposed light-use roads and approximately 4.82 miles of existing light-use roads. Please <br /> update this portion of the text if these numbers do not actually reflect what is on the <br /> ground. <br /> Rule 4.05 <br /> 15. Several of the monitoring wells depicted in the permit document have been removed by <br /> mining or have had monitoring discontinued. Considering the current operations plan, <br /> will any of the currently monitored alluvial, wadge coal seam and/or overburden <br /> groundwater monitoring wells be impacted due to mining? If any of these existing <br /> monitoring wells are damaged or destroyed as a result of mining operations, Seneca <br /> should submit a plan for replacement of these wells. Due to the potential for <br /> development of spoils springs, alluvial and overburden monitoring wells within and <br /> downgradient of the permit boundary are particularly important for continued monitoring. <br /> Please provide the Division with a commitment to replace any currently monitored wells <br /> should they become inoperable or removed by mining. <br /> 16. Seneca currently has only one well used for groundwater quality monitoring in the Trout <br /> Creek Sandstone. This well is also used as a production well for the Seneca II-W Mine. <br /> An additional well installed in the Trout Creek Sandstone is used as an observation well <br /> for the production well.
