Banta.
Division Director
I reviewed the latest pre-blast survey on this date. This concerns the water
systems and wells at the Olson residence, Gossert residence, and the Smith
residence. All items addressed in this survey appear to have been surveyed
adequately. However, I have the following concerns:
1. Peabody relates that they will not conduct a pre-blast survey on any rock
outcrops. Please refer to Regulation 4.08.2, Pre-blasting Survey. The
regulation is not totally clear about the meaning of "structure". I
understand this to mean dwelling or related structure.
Please be advised that it is possible for a problem to arise concerning
this interpretation.
2. Is it appropriate that there be another form of monitoring at Peter
Spring, maybe. a quarterly visual inspection tQ verify the flow remains
minimal? p - ,~e2 CWB +"~•0 Uf- 1"l9-QO
3. Where does water for the Hollatz Ditch Nos. 1 and 2 originate? Is it
N ~ really Hubberson Gulch?~ Has this gulch been monitored?
J
/ y¢ ~
BPS
2947E/scg
