Banta. <br />Division Director <br />I reviewed the latest pre-blast survey on this date. This concerns the water <br />systems and wells at the Olson residence, Gossert residence, and the Smith <br />residence. All items addressed in this survey appear to have been surveyed <br />adequately. However, I have the following concerns: <br />1. Peabody relates that they will not conduct a pre-blast survey on any rock <br />outcrops. Please refer to Regulation 4.08.2, Pre-blasting Survey. The <br />regulation is not totally clear about the meaning of "structure". I <br />understand this to mean dwelling or related structure. <br />Please be advised that it is possible for a problem to arise concerning <br />this interpretation. <br />2. Is it appropriate that there be another form of monitoring at Peter <br />Spring, maybe. a quarterly visual inspection tQ verify the flow remains <br />minimal? p - ,~e2 CWB +"~•0 Uf- 1"l9-QO <br />3.
