Section IV -Permit Variances <br />The Division previously granted variances From contemporaneous reclamation in the Moffat pit <br />area of the Edna Mine. During the winter months, complete grading of spoil ridges may be <br />delayed. Up to four spoil ridges behind the open pit may be left in place more than 180 days, <br />but not later than the following June 1. More than four spoil ridges may be left ungraded longer <br />than 180 days, provided the ridges behind the first four are "topped" at least eight feet vertically. <br />Any spoils beyond the first four must be graded by the following June 1. This variance is <br />appropriate, since heavy snow accumulations incorporated with graded spoil will result in <br />subsidence of the graded areas at snow melt. In order to achieve approximate original contour <br />in an efficient manner, it is preferable to delay grading until snow accumulations have decreased. <br />On the western edge of the Moffat pits, up to seven spoil peaks may accumulate behind the active <br />pit. The additional spoil allowance applies to the section of the Moffat pit located west of the <br />middle haul road out to the western edge of the pits. This is to Facilitate reconstruction of major <br />drainages to Trout Creek located at approximate Northings of 26100, 26400, and 26800, as shown <br />on Exhibit 3.4-1.
