All reclaimed slopes shall be no steeper than 2.5H:1 V unless the operator can demonstrate <br />that the required vegetation cover can be established and maintained on steeper slopes and <br />that gross erosion will not exceed gross soil building. Steeper slopes than 2.5H:1 V may <br />be used only when absolutely necessary to blend reclaimed slopes in with natural slopes <br />that are steeper than 2.5H:1 V. <br />2. All topsoil stockpiles shall be protected from erosion. <br />3. The operator shall apply topsoil at a minimum depth of six inches to all regraded surfaces, <br />including mine benches. All areas that have topsoil applied shall be revegetated. All <br />suitable topsoil that is four inches and greater in depth shall be salvaged unless exempted <br />by the Office. <br />4. All foundations, footings, and floor slabs, if they will not be removed, shall be fractured <br />sufficiently to allow root penetration. A minimum thickness of two feet of non-toxic, non- <br />acid-forming overburden or waste rock shall be replaced on all facilities foundations, <br />footings, and floor slabs if they are not removed during reclamation. A minimum of six <br />inches of topsoil will be applied following overburden placement. <br />5. Reapplied topsoil and/or growth medium shall be sampled for pH, electrical conductivity, <br />sodium adsorption ratio, nitrogen, phosphorus, potassium, major cations and anions, <br />organic matter, and texture. One composite sample shall be taken for every five acres of <br />replaced soils and/or growth medium. Soil amendments shall be added when test parame- <br />ters do not meet the requirements for growing native grasses as set forth in the "Guide to <br />Fertilizer Recommendations in Colorado." If phosphorus application is required, half shall <br />be applied prior to soil placement and half after soil placement. All fertilizer shall be <br />incorporated into the topsoil and subsoil. <br />6. Tree and shrub seedlings shall be planted on north- and east-facing slopes at an overall <br />average rate of 200 per disturbed acre. Along with other vegetative parameters that must <br />be met, a survival rate of 50 trees and/or shrubs per acre five years after planting will be <br />required for permit financial warranty release. <br />7. All proposed affected area boundaries will be marked in the field or otherwise delineated <br />in a manner acceptable to the Office within 30 days of amendment approval. <br />
