III IIIIIIIIIIIII III ~ ~ ~
Daniel W. Heintz
VICE RRERIDEM
EIMRCIYERIK IiFFNRS
May 26, 199s RECEIVED
JUN ~ 9 1996
Division of Minerals b GeelOgy
Mr. Richard Cargill
St. Vrain Valley Community Watchdogs
5976 Hygiene Road
Lcngmoet, Co. 80503
Dear Mr. Cargill:
I am writing to you in response to your letter to Mr. Clarence Comer, President and CEO of
Southdown, Inc. I am the Vice President of Environmental Affairs and generally get involved in
matters such as those described in your letter. Let me start by saying that we take great pride in
being a good corporate citizen and an environmentally responsible employer. We take very
seriously letters, such as yours, from citizens in the local communities in which our plants
operate. Please be assured that the concerns expressed in your letter are receiving our full
consideration.
I have spoken with John Lohr, the plant manager, about the nature of activities that have the
potential to cause dust emissions. Although our Lyons plant has been manufacturing a product
that we believe benefits society for over 29 years, we are spending a substantial amount of
money and effort to reduce the amount of dust that leaves our property. For example, we are
transitioning to a new dust storage area this summer. We have covered a large portion of the
existing dust storage area, which should minimize the potential for dust to become airborne
during high winds. Work to cover the remainder of this area has been accelerated to complete
closure of this storage area. In addition, watering of the haul roads occurs whenever needed to
keep dust down from truck traffic. We also plan to apply a special dust suppression agent on the
haul roads sometime in the next few weeks, which should prove to be more effective than
watering.
I have instructed Steve Mossberg, our plant environmental manager, to contact you to discuss
specific concerns that you have and to explore other opportunities that we may undertake to
minimize dust emissions. I look forward to hearing back from him on this matter.
Mr. Cargill, we wish to work cooperatively with you and your organization. We have found
communication and not antagonism to be the most effective means of resolving matters of
mutual interest.
