<br />-a_ <br />On the 5.6 acre Loma railroad coal loadout site, all of the wrface ~,vater <br />runoff will be retained on-site. The loadout will be used until the need <br />arises for new facilities when production increases. Due to the small <br />disturbed area, low precipitation, and short life of the facility, little <br />effect on the hydrologic balance is anticipated. <br />Surface water and alluvial groundwater monitoring systems will be installed; <br />any groundwater inflows into the mine workings will be monitored to determine <br />quantity, quality, and source of the groundwater. The monitoring programs <br />will indicate any changes in surface and groundwater quantity and quality. If <br />changes occur as a result of mining, appropriate mitigative measures will be <br />taken. <br />Once coal production has ceased, the disturbed area will be regraded, <br />tops oiled and revegetated. It is anticipated that after successful <br />reclamation is achieved, the hydrologic functions of the area will be <br />restored. <br />Cumulative Hvdroloaic Impacts <br />The impacts due to the McClane Canyon and Munger Canyon mines will act <br />cumulatively on the East Salt Creek hydrologic system. Impacts related to the <br />• Munger Canyon mine underground workings in Stove and Buniger Canyons will <br />potentially interact cumulatively with impacts produced by the Dorchester <br />Fruita Mines in Big Salt Wash. The anticipated total effect of all operations <br />on the local hydrologic balance is minimal. The rationale for this conclusion <br />follows. <br />The total combined surface disturbance of the McClane Canyon and Munger Canyon <br />operations is slight with respect to the drainage area of East Salt Creek. <br />Only 0.06 of the total drainage area of East Salt Creek at the confluence of <br />Munger Canyon (67,228 acres) will be impacted by both operations (42.7 <br />acres). Even though the operations will locally increase concentrations of <br />total dissolved solids, potential far the dilution of total dissolved solids <br />is probable; the total suspended solids will be controlled by sediment ponds. <br />Since the total area of disturbance is so small, the potential cumulative <br />effect of the operations on surface water quantity is also negligible. <br />Surface runoff on approximately 8.4 acres in Munger Canyon and 3 acres in <br />McClane Canyon will be contained by sedimentation systems. This accounts for <br />approximately 0.020 of the drainage area of East Salt Creek above the <br />confluence of Munger Canyon. Therefore, the impact of the operations on <br />surface water quantity in East Salt Creek will be negligible. The impacts on <br />~,vater quality will also be minimal since water retained by the structures will <br />be discharged following settlement of suspended solids. <br /> <br />
