• <br />• <br /> <br />-6- <br /> <br />No threatened or endangered species are known to occur on the site, although <br />the peregrine falcon could pass through the site during migration, and the <br />bald eagle is likely to occur within the boundaries of the lease area during <br />winter. <br />The impacts to any nesting raptors on the lease area will be minimized to the <br />extent possible. A detailed r'aptor' survey will be undertaken by SCM~ as the <br />result of a OSM special stipulation. (See Attachment 1, Stipulation #15). <br />Socioeconomics <br />The Salt Creek Mining Company currently employs 15 persons (7 hourly, plus <br />clerical and supervisory) for exploratory work on their McClane Canyon Mine <br />and caretaker activities on the Munger Canyon Mine, both part of the overall <br />Loma Project of Sheridan Enterprises. <br />Munger Canyon was constructed and operated for several years after originally <br />permitted. It has been shut dawn since 1980. The company entered into a <br />joint venture with Colorado-Ute Electric Association, Inc., to supply coal at <br />the rate of 1.75 MTY to its new electrical generating plant near Loma/Mack, <br />Colorado, starting about 1988. In the interim, Salt Creek Mining Company <br />plans to continue limited coal production for the spot market with the current <br />15 employees working the McClane Canyon Mine. Munger Canyon Mine will resume <br />production when demand dictates. No significant variation in workforce is <br />anticipated during the five-year pemit period requested for Munger Canyon <br />unless the coal market improves substantially. Realignment, upgrading and <br />paving of the two-mile access haul road between Munger Canyon Mine and State <br />Highway 139 will provide temporary employment to approximately a dozen <br />construction employees. All of the current 15 employees reside in the <br />Fruita/Grand Junction area; only one did not live in the area before being <br />employed. Employees commute to work via car pool or private auto. Hourly <br />operating personnel work at the mine site, approximately 20 miles north of <br />Loma, Colorado on I-70 west of Grand Junction. <br />ENVIRONMENTAL IMPACTS OF ALTERNATIVE N0. 1 -THE PREFERRED ALTERNATIVE - OSM <br />CONCURRENCE WITH CMLRD ON APPROVAL OF PERMIT APPLICATION <br />Land Use <br />The applicant has proposed to reclaim the disturbed areas to rangeland and <br />wildlife habitat, the uses of the land prior to mining. <br />Cultural Resources <br />The mining and reclamtion plan does not propose to disturb those areas where <br />the pictographs and old homestead are located. <br /> <br />
