SHELTON, Director <br />October 6, 1986 <br />File C-81-023 (Kaiser Steel Corporation -Coal Group) <br />Peter O'Connor~-(U`-' <br />RE: POST-MINING TOPOGRAPHY (APPROXIMATE ORIGINAL CONTOUR) OF THE REVISION <br />N0. 1 AREA AT THE CHIMNEY ROCK COAL MINE <br />A meeting was held today (September 30th) in the Division's office. In <br />attendance were Jay Smaldone (Kaiser Steel), Mike Savage (Mined Land <br />Reclamation Division (MLRD)), Tom Gillis (MLRD), and I. The purpose of this <br />meeting was to discuss discrepancies in the post-mining topography of Revision <br />No: 1 Area as identified during the mid-term review of the reclamation bond: <br />The original projected and approved swell factor for the Chimney Rock Coal <br />Mine was 39.7 percent. With this swell factor, excess overburden was <br />identified and procedures to handle this material were approved. On <br />January 8, 1985, the Division approved Technical Revision No. 10, which <br />pertained to modifying the final topography of the East Pit Area. Information <br />submitted by the operator reflected a reduction in the swell factors to 33.6 <br />ppercent. Material being mined in the Revision No. 1 Area was to be used to <br />backfill the East Pit Area, and material from the Facilities Area Fi11 and the <br />remainder of Barren Ridge/Revision No. 1 Area used to backfill Barren Ridge <br />and Revision No. 1 Area. <br />To support the 33.6 percent swell factor, the operator performed five (5) <br />surveys: two (2) on the "B" seam shale and three (3) on the "A" seam <br />shale/sandstone. The bank cubic yards of a defined area of Revision No: 1 <br />Area and the loose cubic yards of the corresponding fill on East Pit were <br />surveyed: Also, the number of trucks moving the material were counted, This <br />documentation was submitted to the Division supporting a swell factor <br />reduction from 39.7 percent to 33.6 percent during the review of Technical <br />Revision No. 10. <br />During the mid-tens review of the permit, the operator specified the need to <br />reduce the highwall in the final pits. Since excess spoil was projected in <br />this area with the Revision No. 1 Area achieving AOC, the Division questioned <br />the need far this practice. Ultimately, discussions over the phone lead to <br />this meeting. <br />According to Mr. Smaldone, the 350,000 cubic yards in the Facilities Area Fill <br />will be removed and used to backfill the Revision No. 1 Area. This will <br />return the AVF to AOC. This 350,000 cubic yards does not totally replace the <br />558,000 cubic yards removed from the Revision No. 1 Area and transported to <br />the East Pit (see Map 17 dated September 1984 - Technical Revision No. 10). <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
