Oox ~~ <br />Lioulclel, I,IJ &)311fi <br />Page 1 of 4 pages <br />The Committee on Mining and the Environment (COME) recently completed a review of the <br />results of your inspection of the Gold Hill millsite on October 11, 1995, noting with interest that the <br />report shows no compliance deficiencies. This represents encouraging progress relative to earlier <br />reports. Nevertheless, as you know, several important issues remain to be resolved against deadlines <br />imposed by Division staff. Since several of these items fell due on the first of this month, we felt that <br />it was timely to perform an on-site review of continued progress, using your observations as a <br />guideline. <br />Note: Starred (•) items were due complete on November I, 1995. <br />SWMP: Our Committee has not received any information indicating that compliance with <br />Stormwater Management Plan requirements has been accomplished; nor do we have any <br />indication that progress toward compliance is occurring. <br />Diversion Ditch Berms: Work appears to have been performed on some berms, but compaction <br />appears to he absent or incomplete. <br />Disturbed Area Reseeding: Some preparatory work appears to have been done on the disturbed <br />areas west of the tailings pond. Reseeding, if any, was impossible to verify and would in any <br />case be premature given the condition of the berms noted above. <br />SettlinE Basin Cleanout: Basin cleanout appears to have been accomplished, although it was <br />impossible to establish the location of the removed sediments, Hay-bale emplacement has not <br />been accomplished. <br />* Liner RelZairs: No discernable progress has been made on liner repair since your inspection. <br />Moreover, the rollback of the liner edge has revealed a lack of seam integrity down almost to <br />present water level (about two inches below the top of the decant standpipe at the south end of <br />the pond, as at your inspection). Obviously, no post-repair perimeter anchoring has been <br />accomplished. <br />
