Introduction <br />This document is the Findings of Compliance leading to a proposed decision by the Colorado <br />Division of Minerals and Geology (Division) regarding a partial Phase I and a complete Phase II <br />Bond Release Application (Application)(SL-02) filed by NCIG Financial, Inc. (Applicant) for <br />reclamation accomplishments at the Coal Ridge No. 1 Mine (Permit C-84-064). The application was <br />submitted under a J. E. Stover & Associates letter of Mazch 27, 2001, Re: NCIG Financial, Inc., Coal <br />Ridge No. 1 Mine, Request for Partial Bond Release Permit No. C-84-065. The application requests <br />release from $82,806 in bonding requirements, which would leave a bonding requirement of $43,200. <br />This is the second bond release application submitted by the Applicant. The first was an application <br />for partial bond release dated January 23, 1995 (SL-O1). <br />This document contains four parts. These include: 1) procedures and summary of the bond release <br />process; 2) criteria and schedule for bond release; 3) observations and findings of the Division <br />regarding compliance with the bond release requirements of the Colorado Surface Coal Mining and <br />Reclamation Act and regulations promulgated thereunder; and 4) the Division's proposed decision on <br />the request for bond release. <br />Detailed information about the review process can be found in [he Colorado Surface Coal Mining <br />Reclamation Act (Act) and the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining (Rules). All Rules referenced within this document are contained within the Regulations. <br />Detailed information about the mining and reclamation operations can be found in the permit <br />application package (PAP) on file at the Division offices, located at 1313 Sherman Street, Room 215, <br />in Denver. Colorado. <br />The Coal Ridge No. 1 Mine (Mine) is an underground mine that was permitted (Permit C-84-065) and <br />is operated by NCIG Financial, Inc. The Mine is located in Garfield County, Colorado, approximately <br />7 miles west of Glenwood Springs, Colorado. The Mine is just south of the Colorado River, and borders <br />a section of County Road 335 approximately 1.5 mile east of the I-70 105 Newcastle interchange. The <br />legal description of the lands included within the permit azea is: <br />Township 6 South Range 91 West of the 6th Principal Meridian Section 1: Those lands in [he NE/4 <br />south of County Road 335, Lots 3 and 4, S/2 S/2 NW/4 and Township 6 South, Range 90 West of the <br />6th Principal Meridian Section 5: S/2 SW/4; Section 6: All lands south of County Road 335; Section <br />7: NE/4 and N/2 NW/4; Section 8: N/2 N/2 SE14, and NE/4 SW/4; Section 9: S/2, NW/4, and SW/4; <br />Section 12: N/2 NE/4 and NE/4 NW/4; Section 15: NW/4 and Section 16: N/2 NE/4, NE/4 NW/4. <br />The reclaimed disturbed azeas associated with this application are located south of the right of way of <br />County Road 335 in the NW'/a, W'/x NE'/s Section 6, T6S R90W. These lands can be located on the <br />New Castle, CO and Storm King Mountain, CO United States Geological Survey topographic map <br />quadrangles. <br />The Mine is in permanent cessation.
