Long <br />Division Dveclor <br />The CRESSON Mine Heap Leach Pad - Phase 1 began receiving ore in <br />late December, following the Division's acceptance of the QA/QC <br />Consultant's (Golder & Associates, Inc.) certification of the <br />partially completed facility. Several days after the application <br />of processing fluid transported to the pad from ponds 5 and 5A, <br />Cripple Creek & Victor Gold (CC&VG) informed the Division that it <br />had commenced periodic pumping of effluent from the leak collection <br />sump. As of February 17, 1995, the leak detection system had not <br />intercepted any leakage through the composite liner. Therefore, <br />there is no evidence to suggest any loss of containment from the <br />Cresson Phase 1 heap leach pad. <br />The CRESSON Mine permit, as amended by Amendment #6, requires CC&VG <br />to monitor and periodically report all monitoring data from the <br />leak detection and leak collection systems. While the permit does <br />not specify this consideration, I believe it would be appropriate <br />for CC&VG to complete an audit of the fluid collected by the leak <br />collection system. I will provide suggestions for methodology to <br />be applied by CC&VG in completing this audit here below. Pending <br />the completion of an audit acceptable to the Division, I recommend <br />that CC&VG be restricted from placing any ore above the elevation <br />of the processing fluid high stand elevation. <br />Leak Detection System Performance <br />During my inspection of February 3, 1995, I inspected the Cresson <br />Project Phase 1 heap leach pad, crusher, processing plant and the <br />proposed area of the mine pit. Particular attention was focused <br />upon the Leak Collection and Leak Detection monitoring facilities. <br />John Hardaway and I preceded the field inspection with an hour long <br />
