Attached to his letter was a proposed plan for
separating the coal stockpile from the road by 5 feet. In addition the
operator proposes to install reflectorized snowplow poles at the toe of the
stock pile to prevent plows from disturbing the toe of the pile while plowing.
This response was prepared by F. Dan Rinehart of Mt. Highland Engineering Co.,
Inc., for the operator.
I believe that this proposed plan should prevent a potential stability
problem from developing next winter. We should observe the effectiveness
of this plan. If necessary, we could pursue requiring a physical separation
to prevent plows from throwing snow onto the stock pile.
cc: Dave Shelton
Fred Banta
n
