The mine is located within the E 1/2 of the SW 1/4 of Section 19,
T20S, R69W, 6th P. M., in Fremont County. The Hastings Strip Mine was operated
from 1977 to 1979. The mine shut down due to economic conditions.
Subsequently, the Mined Land Reclamation Division revoked the mining and
reclamation permit and reclamation bond in the amount of 521,506.05. This is
the amount of money available for this project. The major objective of this
project is to move the overburden in the overburden stockpile back into the
pit; topsoil all areas of exposed overburden; and re-establish the ephemeral
drainage through the pit. Project work to be bid on includes: 1) backfill
the Pit with material from the coal processing area and overburden stockpile
2) establish an ephemeral drainage through the pit 3) place topsoil on the
regraded areas within the pit and 4) equipment rental hours for a dozer,
scraper and front end loader to rip compacted areas and do other jobs as
required.
Each of the above tasks is described in more detail below.
Backfilling and Grading Pit
The major purposes for backfilling and grading the pit are to return the
topography to the approximate original contours and reestablish an ephemeral
drainage through the pit. Highwalls presently exist on the south and west
sides of the pit. Overburden and waste coal from the coal processing waste
area is to be moved to the pit area. There are approximately 36,000 cubic
yards of material in the overburden stockpile and at the coal processing area
which must be moved to the pit. Bidders are encouraged to verify this
estimate.
