.~

CJ

-z-
A chronology of events related to this MRP application can be found enclosed.
The Minerals Management Service provided written concurrence with the proposed
action on February 25, 1982. The Bureau of Land Management provided written
concurrence on February 22, 1982. The U.S. Fish and Wildlife Service was con-
sulted regarding threatened and endangered species and concurred on April 8,
1982 with the preferred alternative. The State Historic Preservation Officer
concurred with OSM's proposed compliance with 36 CFR part 800 on February 23,
1982. The State regulatory authority issued a permit on March 31, 1982. A
copy of each letter of concurrence in our files is enclosed.
My recommendation is based on the TA and EA on file in the OSM mine plan file
in the Western Technical Center and at the headquarters Administrative
Record. As attested to in that document, I have determined that this action
will not have a significant impact on the human environment.
The information in the mining and reclamation plan for the King mine, as well
as the other information documented in the TA and EA and available to the pub-
lic has been reviewed by the OSM staff under the direction of the Technical
Project Officer. Based on that review and the State's finding, I recommend
that you find that National King Coal Inc. 's proposed mining permit for their
King Mine in compliance with applicable rules and statutes (786.19). Enclosed
are the specifics of this finding.

s
