CHRONOLOGY OF EVENTS
NATIONAL KING COAL INC.'S
APPLICATION FOR MINING AND RECLAMATION PLAN
On February 17, 1981, National King Coal submitted a permit application to
bring the King Coal mine into compliance with the Colorado State Program. The
following items summarize the review of this application.
- Application deemed complete on February 27, 1981 by Colorado liined
Land Reclamation Division (CHAD).
- Complete application placed on file in the La Plata County Court-
house;
- Preliminary adequacy review sent by MLRD including OSM comments to
National King Coal Inc. on April 27, 1981, delineating those defi-
ciencies requiring resolution for compliance with the State program.
- On June 1, 1981, representatives of National King Coal and the MLRD
met at the mine to discuss issues raised in the preliminary adequacy
review;

- Notice of complete permit application published in the Durango
Herald on July 23, July 30, August 6 and August 13, 1981;
- Responses to the preliminary adequacy review were submitted by
National King Coal Inc. on October 8, 1981;
- On November 18, 1981, another meeting was held with representatives
of National King Coal and the MLRD Co discuss the remaining inade-
quacies with the permit application;
- On January 14, 1982, National King Coal Inc. submitted additionali
information addressing the inadequacies discussed at the November
meeting;
- On February 17, 1982, National King Coal Inc. submitted additional
'..information requested by the OSti on permit boundary.
- On February 23, 1982, the MLRD found the application to be in com- ~`.``
pliance with the Colorado State Program and issued this proposed de-
cision approving the application. _ _
- March S, 1982 final TA received by the OSM from MLRD.
Correspondence detailing the nature of this review process is on file for pub-
lic inspection at the office of the MRLD.
It should be noted that on October 16, 1979, National King Coal Inc. applied
for emergency lease C-29125. The lease, managed by the Montrose District of
the Bureau of Land Management (BLM), vas subsequently awarded to National King
Coal Inc. on October 29, 1981. The new lease area was the subject of an Envi- _
ronmental Assessment by the BLM (June, 1981). The major issues addressed in -'
