Dap:. of F;~at~ral F.e~e~~rce~ December 30, 1981 Mr. Richard Domingue Mined Land Reclamation Division 423 Centennial Building 1313 Sherman Denver, Colorado 80203 Dear Mr. Domingue: By this letter Wyoming Fuel Company is complying with Stipulation #20 of Wyoming Fuel Company's Canadian Strip Mine Permit. The stipulation reads as follows: "Wyoming Fuel Company shall develop a biennial revegetation success program and submit it to the Division for review and approval by December 31, 1981." The overall objective in evaluation of Wyoming Fuel Company's revegetation program is to insure on a regular basis that we are meeting premising vegetative standards. This regular evaluation will provide Wyoming Fuel Company with information which can be used to modify our reclamation approach as necessary. The primary vegetative characteristics of interest for this evaluation will be vegetative cover and species composition. Since reclamation is conducted in phases it will be necessary to evaluate each phase individually. For this reason, we are proposing to establish ten (10) permanent baselines located in each reclamation phase. These baselines will be randomly located. Steel posts will be established at the beginning end point of each baseline. Trans- acts for estimating vegetative characteristics will be randomly located and run perpendicular to each of these baselines. The number of transacts run during an evaluation period will depend upon the statistical confidence desired. At this time it is anticipated that these permanent baselines will also be used in evaluation of revegetation success for bond release. This procedure will allow us to evaluate revegetation over a period of years rather than relying on a one time sampling effort.
