The area above the uppermost bench would be <br />the only location of any di__=turbance to original ground other than <br />adjacent to the high wall joints for blending purposes. A ramp of <br />dirt would be placed against the high wall to provide access to the <br />upper bench which would be constructed first. Material Erom the area <br />above the said bench would Provide fill end foundation for the lower <br />bench. It is very li:cely that the area above the uppermost bench <br />would require blasting in order to bring the slopes into conformity <br />due to the structural geolo3y. Upon completion of the upper bench, <br />substitute top soil would be placed for revegatation purposes and <br />according to Rule 4.15. The lower bench cou:d then be finished by use <br />of t:,a matariz.l that was placed in the ravine by Ftr. McGriFFin. This <br />bench would then, as with the upper bench, be coveted with substitute <br />topsoil and revegatated according to said applicable rules. <br />As regards the ravine area, aFter the removal of the material <br />Eor the bench, it will be restoped, covered with substitute topsail <br />and re~~egatated according to app:icable rules. llhile this landscaping <br />is being performed, a temporary access roadcaay For the new permit <br />area may need to be built according to all applicable rules, and, to <br />meet our requirements.
