Box 529 <br />Lyons, CO 80540 <br />RE: CEMEX, Inc., Lyons Mine, Permit No. M-1977-208 <br />Report on Cement Kiln Dust Testing <br />Dear Mr. Lohr, <br />Enclosed, is the Division's review of the recently submitted document titled, "Report on Cement Kiln <br />Dust Testing Tire Derived Fue] Trial Burn" for the CEMEX Inc., Lyons Cement Plant, Permit No. M- <br />1977-208. <br />In summary, the Division believes that the reports submitted by CEMEX demonstrate that CKD <br />produced via tire-derived fuel (TDF) would contain no organic chemicals in excess of standazds. In <br />addition, under normal production techniques at the CEMEX Lyons Plant should produce complete <br />combustion of the TDF. Please see attached memo for further detail. <br />However, the Division does believe that any upset conditions or shutdowns should be reported to the <br />Division. Reporting procedures should be submitted as a technical revision (T'R) to the Lyons Permit. <br />The revision should lay out a procedure for reporting to the Division within a week of any upset <br />condition that would not assure complete tire combustion. At a minimum, the report should include a <br />description of the upset detailing the cause and a description of how materials were handled afterwazds <br />to prevent contamination of the ordinary CKD.
