general mine plalrprogressed north approximately~800 feet, was developed <br />4,000 feet to the west and developed 1,200 feet to the north. When Red Canyon <br />was in operation, coal was stockpiled adjacent to the portal for shipping to <br />Delta by truck. Trucks unloaded the coal at the load-out, it was dumped into <br />a screen if necessary and loaded onto a rail car by a loader. <br />Underground development waste was disposed in abandoned strip pits adjacent to <br />the portal area, along the east side of the draw in which the mine is <br />situated. Portions of the waste disposal area not presently active have been <br />graded, covered and seeded. <br />Remaining surface facilities associated with the Red Canyon No. 1 Mine include <br />two sealed mine access portals, two shops, a loader garage, a rock dust bin, <br />several tanks, a powder magazine, a cap magazine, a cinder block fan noise <br />deflector, twenty power poles, and some miscellaneous foundation and <br />culverts. These are located on a 21 acre site. Reclamation of the mine site <br />is projected for fall of 1988. A 13.65 acre load-out, located in an <br />industrial area in Delta, was reclaimed and bond was released in 1987. <br />Sediment and drainage control at the site is accomplished by a diversion ditch <br />and a system of road drainage and collection ditches and culverts which direct <br />disturbed runoff to a sediment pond at the base of the disturbed area. <br />Grand Mesa proposed to reclaim the mine area and the load-out to the <br />pre-mining uses of wildlife habitat and industrial site, respectively. The <br />13.5-acre Delta load-out was previously the site of the Holly Sugar Plant. <br />The silos and other facilities used by Grand Mesa were previously apart of <br />the sugar plant, and were retained at that site for future use in that <br />capacity. <br />Final reclamation at the mine site will entail facilities removal, portal <br />sealing and backfilling, and regrading of the mine bench and face up area to <br />approximate original topography. Non-toxic overburden from adjacent pre-law <br />spoil ridges will be utilized for the plant growth medium. <br />The overburden proposed as non-toxic cover at Red Canyon is clayey and <br />moderately saline (Table 2.04.9(1)(b)-4: Site No. 0-6 and 0-7). The material <br />is clay, with one EC value of 5.6 (0-7). SAR values are very low and pH <br />ranges from moderately acidic (4.6) to slightly alkaline (8.0). The material <br />is conditionally suitable for non-toxic refuse cover (see also C.S.U. soils <br />analytical evaluation, Figure 2.04.9(1)(d)-1) if acidic materials are <br />neutralized. It will be replaced to a depth of four feet over the underground <br />development waste pile. <br />The original drainage configuration will be restored, surface drainage will be <br />simplified and the regraded area will be ripped, fertilized as required and <br />revegetated. <br />The majority of the regraded surface will be drill seeded and straw mulched. <br />The proposed seed mix is composed primarily of native species and should <br />provide for the establishment of a diverse, effective vegetative cover. The <br />only introduced species is small Burnet, a drought tolerant forb which is <br />highly palatable to livestock, deer and elk. The species meets the <br />requirements of Rule 4.15.2. <br />-6- <br /> <br />
