addit~nal sites, compositing the top ~ree feet of material. One <br />of these samples had a pH of 4.6 and an electrical conductivity of <br />4150 umhos/cm. The results of this testing led to the Division's <br />request that GMCC develop a plan to mitigate the presence of <br />acid-forming spoil on the regraded surface. <br />The Division proposes to approve the applicant's plan for disposal <br />of debris, acid-forming or toxic materials, or materials <br />constituting a fire hazard in a manner designed to prevent <br />contamination of ground or surface waters. GMCC will bury known <br />acidic spoils, per their plan in Rule 2.05.4(2)(e)(vi), and then <br />sample the regraded spoil on a 300 foot grid for pH and acid-base <br />potential. In locations of low acidity or low buffering capacity <br />the operator has committed to lime amendments for neutralization. <br />No contingency plan has been developed to prevent sustained <br />combustion of flammable materials but there have been no instances <br />of spontaneous combustion of the waste material in the twelve years <br />of operation by the applicant. In addition, all hazardous <br />materials will be removed from the site during the 1988 <br />reclamation. (4.14.3(1)(a)). <br />2. The Division proposes to approve the method and design <br />specifications for covering of acid-and toxic-forming materials in <br />order to prevent leaching into surface and ground water and to <br />insure backfill stability. c~2CC will bury known acidic spoils below <br />the rooting depth and above the water table, per their plan in Rule <br />2.05.4(2)(e)(vi). (4.14.3(2)). <br />3. The applicant has submitted a <br />rills and gullies.
