That being the case, we will not reiterate that information here. However, we believe three issues need further clarification; First, the presence of the dogs, day and night are not considered to be incident to the mining operation and Mr. Stone has been informed both verbally and in writing to remove them (see attached letter to Mr. Stone). Second, the general objective of reclamation is to leave the land in a condition where soils are stabilized, vegetation is appropriate in type and density for the ecological site, and a reasonably aesthetic landscape remains. The requirements developed by BLM for inclusion into the DMG permit are intended to achieve those overall objectives. The success of reclamation is measured by the results of activities performed not the activities themselves. Consequently spending the scarce time and resources of staff to do things such as observing seeding operations, is difficult to justify. Therefore, we were not present during the seeding. The fencing of the disturbed area is intended to keep livestock off the seeded area for a time sufficient to re-establish adequate vegetation (please see attached letter to the DMG for further clarification).
