That being the case, we will not reiterate that <br />information here. <br />However, we believe three issues need further clarification; <br />First, the presence of the dogs, day and night are not <br />considered to be incident to the mining operation and <br />Mr. Stone has been informed both verbally and in <br />writing to remove them (see attached letter to Mr. <br />Stone). <br />Second, the general objective of reclamation is to <br />leave the land in a condition where soils are <br />stabilized, vegetation is appropriate in type and <br />density for the ecological site, and a reasonably <br />aesthetic landscape remains. The requirements developed <br />by BLM for inclusion into the DMG permit are intended <br />to achieve those overall objectives. The success of <br />reclamation is measured by the results of activities <br />performed not the activities themselves. Consequently <br />spending the scarce time and resources of staff to do <br />things such as observing seeding operations, is <br />difficult to justify. Therefore, we were not present <br />during the seeding. The fencing of the disturbed area <br />is intended to keep livestock off the seeded area for a <br />time sufficient to re-establish adequate vegetation <br />(please see attached letter to the DMG for further <br />clarification). <br />
