<br />Summary <br />The Review Process <br />The Bowie No. 2 Mine permit application was submitted by Bowie Resources, <br />Limited on February 13, 1996. The permit application was deemed complete on <br />February 23, 1996, and the required agency notification letters were sent by the <br />Division. Comments were received from the Colorado Division of Wildlife, the <br />Colorado State Engineers' Office, the United States Army Corps of Engineers, the <br />United States Office of Surface Mining, the United States Fish and Wildlife <br />Service, the Colorado State Historic Preservation Office, and the Colorado <br />Departrnent of Transportation. <br />The Division sent adequacy letters to Bowie Resources, Limited on May 31, 1996, <br />June 21, 1996, August 9 1996, November 18, 1996, November 20, 1996, <br />December 27, 1996, January 29, 1997, February 18, 1997 and February 19, <br />1997. All Division adequacy letters were answered by BRL. With the exception <br />of those issues which have been stipulated with this approval, all technical and <br />procedural issues have been resolved. Detailed correspondence files are available <br />for public review at the Division Office in Denver. <br />Description of the Environment <br />The Bowie No. 2 coal mine permit area includes 2,327 surface acres, of which 328 <br />surface acres are federally owned. All of the coal within the permit area is <br />privately owned, as are all surface areas to be disturbed by surface developments. <br />The total area to be disturbed by surface operations will be approximately 76 <br />acres. The federally owned surface lands are located within the area possibly <br />subject to subsidence impacts; however, none of the surface lands will be <br />impacted by surface operations. <br />Following discussions with the OSM in Denver and based upon the specific <br />recommendations of the OSM, it was determined that the Bowie No. 2 Mine will <br />be considered a private mine for the purposes of permitting and inspection <br />regulation. <br />The Bowie No. 2 Mine is to be located in Delta County, approximately five (5) <br />miles northeast of Paonia, Colorado. The mine permit area is located on ]ands <br />depicted on the U. S. Geological Survey 7.5 minute Bowie Quadrangle Map, and <br />the Bowie No. 2 mine portals are to be located northwest of the Old King Mine <br />portals (also known as the Bowie Mine). The surface facilities will be located <br />north of Old State Highway 133 near the old townsite of Bowie. The mine will be <br />located between Terror Creek and Hubbard Creek.
