<br />v UJyoming fuel Com~en~ <br />445 Union Boulevard • Suite 310 • Lakewood, Colorado 80228 • Telephone (303)989-5037 <br />December 8, 1981 <br />Mr. Tom Guobis <br />Brooks Towers <br />1020 15th Street <br />Denver, Colorado 80202 <br />Dear Mr. Guobis: <br />Pursuant to our meetings of November 25, 1981 and December <br />7, 1981, and our telephone conversation of November 30, 1981, <br />[4yoming Fuel Company is supplying additional information for the <br />Canadian Strip Mine. The information being supplied is in regard <br />to reclamation and reference area monitoring. It is our under- <br />standing this information is being supplied to avoid unnecessary <br />stipulations to our mining permit. <br />1. Range conditions on both reference areas will be monitored <br />every five years from the time of permit approcal by the U.S.D.A. <br />Soil Conservation Service in order to show that these areas are <br />in at least fair range condition. This evaluation shall be sub- <br />mitted to the regulatory authroity (RA) by the end of each year <br />in which the survey is conducted. If either or both of the ref- <br />erence areas are determined to be in less than fair range condition <br />at any of these survey times, Wyoming Fuel Company will design in <br />consultation with the regulatory authority, the use appropriate <br />mitigative measures to attempt to restore these areas to fair range <br />condition. Wyoming Fuel Company will subjectively review the ref- <br />erence areas during the periods between these five year evaluations. <br />This interim evaluation will be an effort to insure reference areas <br />are maintained in fair condition. In the event the range condition <br />increases to above fair condition during any of these above times <br />frames and particularly during bond release Wyoming Fuel Company <br />will rely solely on baseline data to evaluate revegetation success. <br />It may also be necessary to adjust vegetative success data on <br />reference areas as a result of weather conditions during the bond <br />release period. This is to insure data taken from the reference <br />area is comparable to the conditions when premining vegetation data <br />was collected. An appropriate revegetation success methodology will <br />be developed in consultation with Wyoming Fuel Company and the RA, <br />in the event the condition of the reference area(s) increases <br />beyond fair. <br />
