S' T <br />Summary <br />History of the Review Process <br />National King Coal, Inc. received a 5-year permit renewal on August 18, 1992. Penrrit <br />Revision 04 is to add an additional 240 acres to the permitted area for expansion of <br />underground mining activities. The revision also added additional seams to be mined, as <br />well as rewriting the old pernrit to make it less confusing and to revise out of date <br />infonrration. The Division received PR-04 on November 8, 1993. On November I5, 1993 <br />PR-04 was deemed complete and notices were sent out to all applicable agencies. The <br />preliminary adequacy review was sent out on February 4, 1994. Due to the complexity of <br />the adequacy issues and vacation leave of mine personnel, extensions to the decision date was <br />granted by the Division. On May 17, 1994, final responses to the Division's adequacy issues <br />were received. This response has resolved all of the Division's concerns identified during <br />the revision process. One factor delaying the Division's final approval involved past unpaid <br />AML fees noted by the Office of Surface Mining's (OSMj Applicant Violator System (AVS). <br />The Division received an issue notice from the AVS on July 7, 1994 and proceeded with the <br />approval of the permit revision. <br />Description of the Oration and Reclamation Plans <br />Underground room and pillar operations are employed at the King Coal Mine. The coal is <br />mined in two continuous mining sections. After coal is removed from the working face, <br />both sections utilize shuttle cars to transport coal to conveyors, which in turn transport the <br />coal to the surface. The surface operations associated with the underground mining operation <br />consist of crushing, stockpiling and loading coal. There are rto wash plants or other types of <br />coal processing facilities at the site. Four types of coal are stockpiled temporarily on the <br />surface: lump, stoker, railroad, and mine run. During the crushing of the coal, fines are <br />generated. The t"mes are combined with the mine nrn coal and sold. <br />Annual coal production is anticipated at 175,000 tons per year with the possibility of <br />increasing to 250,000 tons per year. The anticipated life of the mine at the lower rate of <br />mining is estimated through the year 2030. <br />Approximately 11.13 acres have been disturbed with no further surface disturbance <br />anticipated. Surface facilities in the disturbed acreage consist of an office building, change <br />house, shop, scale house, three mobile trailers, guard shack, tipple area with numerous coal <br />storage bins, coal storage area, mine exhaust fan, 10,000 gallon water storage tank, and an <br />electrical substation. There is only one road serving the site, a combination prelaw <br />haul/access road leading from County Road 120 to the facilities area crossing Hay Gulch. <br />Reclamation will consist of dismantling and removing some structures, backf-ifilling and <br />sealing the underground portals, regrading the area to achieve a stable, productive land form, <br />topsoiling, seeding, and mulching. The proposed post-mining land use is rangeland and <br />wildlife habitat. <br />3 <br />
