Wyoming Fuel Company has not provided adequate description of productivity for <br />Alkali Sagebrush pre-mine and reference areas. <br />2. Wyoming Fuel Company has not provided an adequate description of woody plant <br />densities for Big Sagebrush pre-mine and reference areas, nor Alkali Sayebrush pre- <br />mine and reference areas. <br />Therefore, the Division imposes the follo~diny stipulation: <br />WYOMING FUEL COMPANY WILL rI DEQUATELY SAMPLE PRODUCTIVITY IJJ TIfE ALKALI SAGE- <br />BRUSH PRE-h1INE AND REFERENCE AREAS AhJD PROVIDE SUCH INFORMATION TO THE <br />DIVISION BY SEPTEhfBER 30, 1982. <br />Wyoming Fuel Company has requested a variance from reestablishing pre-mine shruh <br />density levels. Therefore, sampling of reference areas wi.11 not be required. <br />Re ve geta ti on Plan (2.05.4(2)(e)) <br />Wyoming Fuel Company has described their proposed revegetation plan on pages 61-65, <br />and Exhibit I of the permit application. The Division reviewed this plan and had <br />several concerns with certain species included in the proposed reclamation seed mix. <br />Addendum IV of October I9, 2981, presented by Wyoming Fuel Company in response to <br />Division concerns regarding the reclamation seed mix has been reviewed and found to <br />be adequate to meet Division policy and all requirements of 2.05.4(2)(e). <br />Revegetation Success (9.25) <br />Wyoming Fuel Company has presented a method for evaluation of species diversity on <br />reclaimed sites. At this time, the Division has not accepted a single methodology <br />for species diversity evaluation. A h1ETf70D- <br />OLOGY AND SUCCESS STANDARDS FOR SPECIES DIVERSITY ON RECLAIh1ED SITES AT THE <br />CANADIAN STRIP MINE BI' h1rlRClf 31, 1982. <br />Wyoming Fuel Company has requested a variance from reestablishing pre-mining levels <br />of woody plant density. A standard for the woody plant density of reclaimed areas has <br />not been established. It is, therefore, stipulated: <br />WYOMING FUEL COMPANY AND THE DIVISION WILL ESTABLISH A RECLAMATION SUCCESS <br />STANDARD FOR WOODI' PLANT DENSIT}' FOR TILE CANADIAN STRIP igINE BY h1ARCH 31, 1982. <br />In order to insure the successful accomplishment of revegetation, the Division is <br />requiring the periodic monitoring of revegetation success. At this time, Wyoming Fuel <br />Company has not proposed a specific monitoring program. It is therefore stipulated: <br />WYOMING FUEL COMPANY SHALL DEVELOP A BIENNIAL REVEGETATION SUCCESS h10NITORING <br />PROGRAM AND SUBMIT IT TO THE DIVISION FOR RGVIEIJ AND APPROVAL B}' DECEh1BER <br />31, 1981. <br />
