Introduction <br />Purpose and Scope of this Document. The Colorado Division of Minerals and Geology (the <br />Division) has received an application from RAG Empire Corporation (RAG EC) to renew <br />permit C-81-044 for conducting surface coal mining and reclamation operations at the Eagle <br />Mine Complex. RAG EC was formerly known as Cyprus Empire Corporation. The renewal <br />application number is RN-04. The Division is to make specific written findings. In accordance <br />with Section 34-33-114 of the Colorado Surface Coal Mining Reclamation Act and Rule <br />2.07.6(2) of the Regulations of the Colorado Mined Land Reclamation Boazd for Coal Mining, <br />this document presents those findings and the Division's proposed decision regarding approval of <br />RAG EC's permit renewal application. The findings and proposed decision can be found at the <br />end of this a document following a summary of the history of permit C-81-044, a description of <br />the environment affected by the operation, and summaries of the mining and relamation plans. <br />Replacement of Previous Findings Documents. This fmdings document replaces the fmdings <br />documents from RAG EC's previous renewals. <br />Information Sources for Permit and Review Process. The review process for permit revisions <br />and renewals is described in the Colorado Surface Coal Mining Reclamation Act (C.R.S. 34-33- <br />101 et seq.) and the Regulations of the Colorado Mined Land Reclamation Boazd for Coal <br />Mining. "Rules" referred to in this document aze contained within those regulations. Specific <br />information about RAG EC's mining and Reclamation operations can be found in the permit <br />application and pernut revision applications on file with the Division of Minerals and Geology, <br />1313 Sherman Street, Room 215, Denver, Colorado 80203. <br />
