B. There is no proposed disposal of excess spoil in underground mine workings. <br />[4.09.1(15)]. <br />VIII. Coal Mine Waste Banks <br />There is no proposed disposal of coal mine waste during the ensuing term of the permit. <br />However, the disposal of coal mine wastes was approved in a proposed waste pile and <br />underground during previous terms of the permit. The surface waste sites were never <br />developed. See Paragraph VILB. above. The Division makes no approvals relating to <br />4.10.1(1), 4.10.1(2), 4.10.2(1), 4.10.3(5), 4.10.4(3)(a), and 4.10.4(5). <br />DC. Coal Mine Waste <br />There is no proposed disposal of coal mine waste during the ensuing term of the permit. <br />However, the disposal of coal mine wastes was approved during previous terms ofthe permit. <br />Some wastes were disposed ofunderground. No surface sites were used. See Paragraph VII.B. <br />above. The Division makes no approvals relating to 4.11.1, 4.11.2, 4.11.3, 4.11.4(1), <br />4.11.4(2), 4.11.5(3)(a),and 4.11.5(1)(b). <br />X. Backfilling and Grading <br />All Backfilling and grading work that has been accomplished at the site was in accordance <br />with apreviously-approved reclamation plan. (Backfilling and grading of the sedimentation <br />facilities and redistribution ofthe stockpiled topsoil has yet to be accomplished). The Division <br />made no approval for accomplished work, and makes no approvals for the ensuing term of the <br />permit, relating to Backfilling and grading of rules 4.05, 4.06, 4.09.1, 4.14.1(1), 4.14.1(2)(d), <br />4.14.1(2)(e), 4.14.1(2)(f), 4.14.1(2)(f)(i)-(v), 4.14.1(2)(g), 4.14.1(2)(g)(i)-(v), 4.14.2, <br />4.14.2(2), 4.14.2(3), 4.14.3(1}(a), 4.14.3(2), 4.15, and 4.27. <br />XI. Revegetation <br />With the exception of the sedimentation pond and diversion ditches, all disturbed areas to be <br />vegetated have been vegetated. <br />Vegetation baseline information is contained on pages 3-62 through 3-74 of Volume I, <br />Appendices 3.6-1 in Volume II, and 3.6-2 and 3.6-3 in Volume VI. The revegetation plan <br />is contained on pages 4-57 through 4-59, and 4-62 through 4-63 in Volume I. <br />The operator originally proposed to disturb 104 acres of big sagebrush community, 113 <br />acres of piiion juniper woodland, 30 acres of irrigated hayland, and 9 acres of mountain <br />shrub habitat during the life of the mine, but the extent of projected disturbance never <br />occurred. At the time that operations ceased and final reclamation was initiated, <br />approximately 45.2 acres (2000 Annual Reclamation Report) had been disturbed. <br />Areas which originally supported sagebrush and mountain shrub vegetation aze being <br />restored to a dryland pasture/wildlife habitat postmining land use, and have been seeded <br />with a diverse mix of adapted grasses, forbs, and shrubs.
