Box HH <br />Hayden, Colorado 81639 <br />RE: Stipulation #1 (Woody Plant Density) to Permit C-UU3-SU <br />Dear Mr. Greene: <br />~I I I I~ I I~ ~ II I~~~ ~I~ <br />999 <br />The tune frame for resolving stipulation #1 to the Ha:/den-Gulch Mine <br />permit #C-UU3-80 expired in January of this year, and the Uivision and <br />Yampa Mininy have not yet reached a resolution. <br />This stipulation required the pennittee to propose an acceptable woody <br />plant density success standard to be used at the Hayden-Gulch hiine. <br />Several discussions regarding potential standards hav: occurred between <br />the Division and H-G staff since permit issuance. Thsse resulted in the <br />submission of a proposed standard by H-G staff of 130 stems/acre in <br />December, 1982. The Division found this standard to ..e too low and <br />proposed 1,000 stems/acre in January, 1983. Addition .l informal <br />discussions have not formalized any standard. <br />At this time the Division wishes to resolve the stipu ation by setting <br />the woody plant density reclamation success standard at 1,000 <br />steins/acre. This level has been set based on post-miring laird uses and <br />site conditions. <br />The Division recognizes that the amount of information directly relating <br />to reestablishment of shrubs on mined and reclaimed l~.nds is scarce.
