SENECA COAL COMPANY <br />NOTICE OF BLASTING SCHEDULE <br />YOAST MINE <br />The Colorado Surface Coal Mining Reclamation Act of 1979 (34-33-101 <br />et sea.) and the Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining, and in particular Rule 4.08.3, <br />requires all surface coal mines detonating more than five (5) <br />pounds of explosives or blasting agent to publish a schedule of <br />blasting in accordance with the above-stated regulatory <br />requirements. <br />In accordance with these requirements, the Yoast Mine, located <br />southeast of Hayden, Colorado, hereby provides public notice of the <br />planned blasting schedule for the areas described below. <br />Specific Areas <br />1.A. Blasting Site #1 - the center of the blasting area is located: <br />State: Colorado Township SN <br />County: Routt Range 87W <br />Latitude: 4023'36.6" Section 17 <br />Longitude: 10710'13.1" Meridian 6th <br />The blasting area will encompass an irregularly shaped area <br />approximately 5,462 feet northwesterly and southeasterly and 2,800 <br />feet northeasterly and southwesterly from the above-defined center. <br />l.s. Blasting Site #2 - the center of the blasting area is located: <br />State: Colorado <br />County: Routt <br />Latitude: 4024'20" <br />Longitude: 107010'30.1" <br />The blasting area will encompass <br />approximately 5,600 feet northerly <br />easterly and westerly from the above <br />Township 5N <br />Range 87W <br />Section 8 <br />Meridian 6th <br />an irregularly shaped area <br />and southerly and 300 feet <br />-defined center. <br />2. Rates and Times <br />Commencing on the 16th day of September, 1996 through August 31, <br />1997, blasting in the approved areas shall be accomplished between <br />sunrise and sunset, Monday through Saturday of the week. <br />Operational considerations such as equipment breakdowns, temporary <br />changes in delivery schedules, local strikes, etc., may dictate <br />that blasting not be accomplished on some days. <br />3. Control of Access <br />The general mining area is identified by appropriate signs on all <br />access roads designating it as a mining area and restricting entry <br />to authorized personnel only. The permitted area has signs at all <br />entrances reading "Blasting Areas" and explaining blasting warning <br />and all-clear signals. Further, the blasting area described above <br />
