Raton Creek was informally restated to active sams by the DMG
during the same time period due to verbal communications from EFMC regazding proposed coal loading
activities at the Santa Fe loadout by landmark Reclamation. The only documentation of the resumption of
operations status is found in a DMG Coal Inspection Report dated November 13, 1991 stating that "Raton
Creek is now out of temporary cessation".
This notice of intent to abandon operations is based on the fact that EFMC is not conducting any
coal loading activities at Raton Creek's Santa Fe loadout facility. EFMC will reclaim the Santa Fe loadout
in accordance with the permit application or transfer the loadout to another operator by process of a
technical revision.
Additional requirements of this notice of intent to abandon operations pursuant to Rule 4.30.1 (2)(a-
d) have been met by EFMC through the process of permit renewal of the Raton Creek Mine. EFMC has
provided the DMG with information exceeding the requirements of the above rule by submittal of the Permit
Renewal Application and its subsequent adequacy question responses, Annual Reclamation Reports (1991,
1992) and ongoing environmental monitoring reports as required by the approved permit application.
EFiviC does nut anticipate a :.sumption of operations at the Raton Creek Mine. If you have any
questions regarding this notice, or require additional information, please contact me at your convenience.
Sincerely,
ze.a s~Y
- r
Allen S.
