Pursuant to 4.05.8(3), temporary storage of acid or toxic forming spoil may <br />exceed 30 days if the operator demonstrates that burial or treatment is not <br />feasible within 30 days due to weather conditions or other specified factors, <br />and will not result in material risk of water pollution or other environmental <br />damage. If deemed necessary by the Division based on the quantity, <br />location, and chemical characteristics of any temporarily stored acid-forming <br />or toxic-forming spoil, such spoil shall be placed on impermeable material. <br />E. Surface and Ground Water Monitoring <br />Ground Water <br />Tab 7 of the permit application contains baseline ground water hydrology <br />information. Tab 15 describes the operational ground water monitoring <br />program. An outline of the current hydrologic monitoring program is <br />presented in Table 1 of this document. <br />Ground water studies in conjunction with the Seneca II-W Mine site have <br />been concentrated in the Upper Mesaverde Group and alluvial aquifers. <br />Specifically, aquifer characteristics and/or water quality analyses have been <br />performed in the Wolf Creek coal, Wolf Creek/Wadge Interburden, Wadge <br />coal, Wadge coal overburden, and the Hubberson Gulch alluvium. Quantity <br />and quality data have also been collected from ten springs and seeps in and <br />adjacent to the permit area. <br />Each of the identified aquifer zones are hydraulically discontinuous with the <br />units above and below. Therefore, each aquifer will be discussed as a <br />separate entity. <br />Wolf Creek Seam <br />The lowest coal in the Williams Fork Formation of the Mesaverde Group is <br />the Wolf Creek seam. The Wolf Creek seam is the first aquifer <br />encountered below the bottom of the mine pit. <br />Depth to water and water quality measurements have been made at three <br />sites in and adjacent to the permit area. Water levels in the Wolf Creek at <br />all three sites exhibit confined conditions. Dependent upon proximity to the <br />outcrop recharge area (paralleling the Sage Creek anticlinal axis), and local <br />structure, each well has varying amounts of head. The well located furthest <br />from the anticlinal axis (Well GW-42-S2W-2WC) is the well which exhibits <br />the most head with the amount of head decreasing at the other wells in <br />response to decreased distance to the recharge area. The strata dip so <br />steeply in the area of the Seneca II-W Mine that the maximum amount of <br />head has been observed as 770 feet in the downdip well. This head has also <br />caused artesian flow. <br />19 <br />
