application provides detailed information on mining and reclamation operations, <br />transportation routes, and hydrologic controls for the mine. <br />Coal to be mined during this permit term (1995-2000) is owned by the Federal <br />government and is under lease to Seneca Coal Company. A small portion of coal to be <br />mined in the southern portion of the south pit is owned by the Hayden Public Library <br />and leased to Seneca Coal Company. Surface ownership includes a variety of private <br />leases, subleases and easements. The tie-across haul road which connects Routt County <br />Road 53 with the Hayden Power Plant, also includes some lands owned by the State of <br />Colorado. <br />The total area permitted, including the tie-across haul road, is approximately 2,676.6 <br />acres. The maximum proposed disturbed area is 1,287 acres. The disturbed area <br />includes the mine pit area, surface support facilities, haul roads and drainage control <br />facilities. The current life of mine projection is that operations would continue through <br />1996 in the northern block and through 2002 in the southern block. Over the life of the <br />mine, total production of 9,034,300 tons of coal is projected. Annual production has and <br />will range from approximately 376,700 tons to 1,039,500 tons. <br />Topsoil is removed and stockpiled or, when possible, live-handled. Following topsoil <br />removal the overburden is blasted. Using the dragline, the initial box cut was spoiled <br />onto previously stripped but unmined ground creating a temporary overburden stockpile <br />with each successive cut going into the previous pit. In addition to the south block box <br />cut spoil, four additional temporary spoil stockpiles aze proposed over the life of the <br />mine. <br />Raw coal is loaded onto haul trucks in each pit. The trucks will travel along the <br />permitted haul road to County Road 53. The trucks continue on County Road 53 to the <br />tie-across haul road which provides direct access to the Public Service of Colorado <br />generating station at Hayden, Colorado. Coal may also be trucked to the Hayden-Gulch <br />Loadout which is next to the Tie-Across Haul Road. <br />All disturbed area runoff is controlled, treated and conveyed throughout the site to <br />ensure compliance with applicable laws. Sediment pond 006 provides sediment control <br />for disturbance within the south portion of the permit area. Ponds 005 and 009 treat <br />runoff primarily in the northern portion of the permit area. <br />No crushing, screening or washing of coal is proposed. Since no coal processing is <br />planned, the operation will not produce coal mine waste. Non-coal waste will be <br />disposed of offsite at an approved dump site. <br />Upon cessation of mining activities the following will occur; surface facilities will be <br />removed, all surface disturbances including vaziance areas will be regraded to <br />approximate original contour, topsoil will be redistributed over the area and the area will <br />be revegetated. Reclamation success will be determined by statistically comparing the <br />reclaimed areas to approved reference areas. <br />9 <br />
