Simpson, P.E. <br />State Engineer <br />Re: Substitute Water Supply Plan, Bromley Lakes Pit (M-87-049) <br />Sections 12, Township 1 South, Range 67 West, 6th P.M. <br />Water Division 1, Water District 2, Adams County <br />Dear Mr. Hatton: <br />We have received your letter of October 4, 2004, requesting an amendment to our August 26, <br />2004 approval of the above referenced substitute water supply plan. <br />The proposed supply plan is to replace depletions caused by evaporation from up to 48 acres <br />of water surface exposed after December 31, 1980 and the removal of water in product. According to <br />the information submitted no water surface was exposed prior to January 1, 1981. The City of <br />Brighton will line the pit with a slurry wall by the end of 2004. Once the pit is lined, the area of <br />evaporation is predicted to decrease. The plan estimates that the area of evaporation will be 48 acres <br />for August through December and will then decrease to 10 acres for the remainder of the plan period. <br />Consumptive use of water at the property consists of 69.4 acre-feet of evaporation from the <br />maximum 48 acres of exposed pond area and 23.6 acre-feet lost in product (4% moisture of 800,000 <br />tons of raw material). No phreatophyte credit has been applied to this plan. The monthly lagged <br />depletion and replacement requirements are found on the attached table. Since the depletions have <br />not yet reached steady state conditions the lagged depletions total 91.8 acre-feet. <br />This amendment seeks to change the replacement sources from those specified in the plan <br />approved on August 26, 2004. The source of replacement water for this plan will be 17.2 acre-feet of <br />leased fully consumable replacement water from Consolidated Mutual Water Company <br />("Consolidated"), 37.6 acre-feet of leased fully consumable Thornton effluent leased from Nursery <br />Acres Limited Partnership and 39 shares of Fulton Ditch. The 17.2 acre-feet of effluent leased from <br />Consolidated will replace depletions for October 2004 and April 2005 and the 37.6 acre-feet of leased <br />Thornton effluent will replace depletions for November 2004 through March 2005. All leased effluent <br />will be released from the Metro Wastewater plant. Of the 54.8 acre-feet of lease water approximately <br />3.3 acre-feet will cover transit losses (0.5% per mile for the 13 miles from Metro Wastewater plant <br />outfall to the Bromley Lakes Pit). The 39 shares of the Fulton Ditch were historically used to irrigate 77 <br />acres of alfalfa and grass. Assuming a 20% ditch loss and a 65% irrigation efficiency, the dry-year <br />consumptive use of the 39 shares was determined to be 68 acre-feet. A portion of the Fulton water <br />will be recharged back to the stream through the pit and a portion will be delivered directly back to the <br />river. <br />
