Percent cover: <br />1~Veiohted mean of the reclaimed area herbaceous vegetation cover percentage <br />must be 9090 or greater of the reference area percent herbaceous vegetation <br />cover. with 9090 statistical confidence. <br />Productivity: <br />Herbaceous vegetative productivity of reclaimed areas must be 9090 or greater <br />of reference area herbaceous vegetation productivity with 9090 statistical <br />confidence. <br />Species diversity: <br />1. At least five species representing more than 59o relative cover each. <br />2. Relative percent cover for three herbaceous species not to exceed 790. <br />3. No single species with greater than 4090 cover. <br />Woody plant density: <br />200 stems/acre for all reclaimed azeas (except shrub augumetation areas <br />which are not a part of the current bond release application). <br />750 stems/acre for shrub augmentation areas. (These azeas are not part of the <br />current bond release application.) <br />Sediment Yield Limitation <br />To ensure erosional stability on a Phase II bond release parcel, the regulations limit the do]lar amount <br />of a bond release if the released lands are contributing excessive sediment to adjacent lands. The <br />limitation is: " N'o more than sixty (60) percent of the bond shall be released so long as the lands to <br />which the release would be applicable are contributing suspended solids to streamflow or runoff <br />outside the permit area in excess of premining levels as determined by baseline data or in excess of <br />levels determined on adjacent nonmined areas" [Section 3.03.1(3)(b)]. HGCC addresses this <br />requirement by including in the bond release submittal a table (Table 10) which shows pre-mining <br />and post-mining data on the concentrations of total suspended solids in water samples taken at a <br />monitoring site downstream from the disturbed area. <br />Special Conditions <br />Section 3.03.1(2)(b) of the Regulations imposes special conditions on a Phase Q release if mining <br />operations have impaired the use of prime farmland or an alluvial valley floor. Those special <br />conditions do not apply in HGCC's bond release request because none of the lands affected by the <br />bond release block are desienated "prime farmland" or "alluvial valley floor". In addition, HGCC's <br />postmining uses of livestock grazing, rangeland, and wildlife habitat exempt the bond release from <br />Hayden Gulch Mine Page 5 May 25, 1999 <br />Phase II/III Bond Release <br />
