It has been determined that nquis ll not impair the public interest, that the accrued rental and royalties have been paid, and that all the obligations of the lessee under the regulations and terms of the leases have been met. The obligation to perform any reclamation on leases C-033302 and D-052504 is covered by adequate reclamation performance bonds being held jointly by the Office of Surface Mining and Colorado Mined Land Reclamation Division. The Forest Service is retaining its consent authority relating to completion of the reclamation requirements in the mining permit. Therefore, pursuant to regulation 43 CFR 3452,. the_ r as of January 28, 1986, subject to'the lessee's obligation to comply with the terms of his mining permit issued by the Office of Surface Mining.
