Mr. Earl E. Frsery 7 June 19, 1991
Aemcor has successfully completed a number of projects in which .
the technical and regulatory issues were similar to those involved
in the Cherry Farm site. Six of these projects are described
below:
Case 1 - Remcor was contracted to perform a site investi-
gation cf a former electric arc furnace dust disposal area.
The area had been closed for several years, but the integ-
rity of the landfill had been breached by rechannelization
construction of an adjacent river. Remcor's site assess-
ment defined the limits of fill material, characterized the
wastes, and evaluated the potential for environmental re-
leases. Based on the site assessment, Remcor developed a
corrective action plan (CAP).
The initial step of the CAP consisted of grading the area
to provide a uniform slope and the construction of
trenches. Next, a cover was placed atop the expcsed waste
areas to prevent $irect contact with the materials, to
minimize the potential for dust, to resist erosion, and to
reduce water infiltration. Remcor selected an innovative
cover system of fabric-like shields with a network of
pockets. The shields were anchored in place by concrete-
filled trenches, and the pockets in the shield were filled
with grout.
The concrete-like barrier was covered with a 1-foot layer
of clay, a:.d the trenches were backfilled. The clay cap
was then seeded and mulched, and warning signs were posted.
• Case 2 - For a specialty steel manufacturer, Remcor pre-
paved a closure design for a 25-acre solid waste surfa~e
irpoundc^~ent with approximately 810,000 cubic yards (yd ) of
neutralized pickle liquor sludge. Development of this
final closure design package focused on constructibility of
the design in a cost-effective manner and acceptability of
the design by regulatory agencies. The scope of work for
developrent of the closure design package included geotech-
nical subsurface ezploration, preparation of conceptual de-
signs and permit applications, final design, and meetings
- with cognizant regulatory agencies. -
__•- Case 3 - Remcor conducted the feasibility study for a __..
CERCLA site in Western Pennsylvania. This site included
two landfills, a former drum storaee area (Mz. Brausch was
the Project Manager for the removal of approximately 19,000
drums containing listed solvent wastes) and low concentra-
tions of site-related constituents in the ground water.
Remcor successfully negotiated a Record of Decision (ROD)
•.~ r•r
-auusnc soumoks ,o~ w~z~uaous wash rsoscrns-
